PRESS STATEMENT BY THE ASSOCIATED CHINESE CHAMBERS OF COMMERCE AND INDUSTRY OF MALAYSIA (ACCCIM) ON INTRODUCTION OF THE GOVERNMENT SERVICE EFFICIENCY COMMITMENT BILL 2025 (ILTIZAM BILL 2025)

The Associated Chinese Chambers of Commerce and Industry of Malaysia (ACCCIM) welcomes the recent passage of the Iltizam Bill 2025 in Dewan Negara. This landmark legislation marks a significant step toward enhancing public service efficiency, transparency and accountability, fostering a more business-friendly environment in the country.

ACCCIM President Datuk Ng Yih Pyng highlighted five key aspects of the Iltizam Bill that will strengthen Malaysia’s economic competitiveness and benefit the private sector:

  1. Improved Public Service Delivery & Reduced Bureaucracy. The Bill’s focus on streamlining administrative processes and eliminating outdated regulations will reduce red tape, lower compliance costs, and accelerate business approvals. This aligns with ACCCIM’s longstanding advocacy for a more efficient government-private sector partnership.
  2. Digitalisation & Automation for Efficiency. The emphasis on digital transformation in government services, including online licensing, permit renewals, and real-time tracking, will significantly enhance transparency, governance, reduce delays, and improve Malaysia’s ease of doing business rankings.
  3. Regular Regulatory Review to Stay Competitive. The mandatory three-year review of regulations ensures that Malaysia’s policies remain relevant, agile, and grounded in current realities.  It would be supportive of emerging sectors like digital economy, e-commerce, and green economy initiatives, where technological advancement plays an increasingly bigger roles in the regulatory framework and business operations.
  4. Transparent Performance Metrics & Accountability. The Bill’s performance rating system for government agencies will instill greater accountability. The emphasis on delivering periodic performance reports to the Chief Secretary to the Government and providing clear criteria for service evaluation ensures that no facet of government service delivery escapes meaningful scrutiny. Publicly accessible performance reports will boost investor confidence.
  5. Stronger Public-Private Collaboration. ACCCIM welcomes provisions for ongoing consultations between the government and industry stakeholders, ensuring that policy implementation remains practical and responsive to business needs.

ACCCIM President Datuk Ng Yih Pyng said: “The Iltizam Bill 2025 is a crucial reform that will enhance Malaysia’s public sector efficiency and governance to enhance business cost competitiveness in driving both FDIs and Domestic Direct Investment. Its success hinges on effective tracking and execution as well as regularly review.
